I agree with your criticism of the financial reporting at both the companies. It has been less than stellar in the last 1 year. However, they are not ENE or TYC - yet. It is clear that ENE was doing nothing but being a trader of energy. TYC top brass may go to jail. We are not saying anything like that about CSCO/INTC/MSFT, are we? There are blue chips and then there are so called ones. Again, with $20B in cash and no competitor worth their salt, CSCO can't trade at 1.50 - It will not trade below $5. That's just my opinion.
