History is replete with examples of civilians being targeted for deliberate attacks. Hell, our own Civil war saw civilian property deliberately destroyed, which was probably described by the recipients as "terror". Examples of civilian massacres immediately preceding WW2 that immediately come to mind would be the Armenians in Turkey, and the Boxer Rebellion. I'm not looking for excuses for Hitler, but the fact is that in WW1 both the Allies and the Germans had extensive programs of bombing against each other that were fairly indiscriminate, and certainly the Allies saw nothing wrong with starving the German civilians into surrender with a blockade. Civilians have always been fair game in full scale wars. This fact dates back to prehistory. -- Carl

Both the Israelis and Palestinians feel they have been pushed against the wall, despite the fact that both need each other to maintain economic stability and growth. That's not true, Hawk; the Palestinians need the Israelis, badly, but the Israelis don't need the Palestinians at all. They just need them to stop shooting. When curfews cut off Palestinian labor, the Israelis hired Rumanians instead. Just as cheap and they even sympathise with the Israelis, not having bought into the guilt that makes Western Europeans sympathize with the bombers. The Rumanians are also a target of the suicide bombers (several have died), and they know which side is their enemy.
