It was coined by a recent author, taking the term, I suppose, from 'guerilla marketing', or guerilla warfare. You can do a search under Google to find numerous references to it.

The short side is a simply an average picture. The daily fluctuations in this "singular composite picture" are not well reported and are considered "proprietary". The bell curve, or daily range of fluctuation, is more important than the singular number.

Seems to me the idea that the short side doesn't fluctuate much from month to month doesn't take into account a significant other variables, especially option-related.
