She is the one who argues that Ramzi Yousef is really an Iraqi agent. You can read her explanation here:
fas.org

The one piece of evidence she doesn't mention, that I find very intriguing, is that if you look at the list of terrorist incidents directed against US interests over the past two decades, almost every one had a connection to Iraq until bin Laden came onto the scene. Then all of a sudden they were all masterminded by Ramzi Yousef, and there was no more connection to Iraq.

For years, Saddam tried to get revenge against the US, and all of a sudden he stopped? Why?

The last incident I am aware of that Saddam directed was the 1993 attempt on the life of not only former President Bush, but his wife, one of his sons, and Dubya's fiancee, soon to be wife, Laura. Then in 1993, Ramzi Yousef masterminded the first attack on the WTC.

It's the "dog that didn't bark" kind of evidence, which isn't something you can use in a court of law, it's just intriguing.
