It makes no sense that the neighbors of Iraq would now be scared of Iraq but not be scared in 1990 for the reason you suggest. Iraq used WMDs on Kurds before 1990. Iraq was run by the same nuthatch before 1990. That nuthatch invaded Kuwait and Iran before 1990. Since 1990, he hasn't invaded anyone. Since 1990, he has used WMDs against no one.

So again, why would the neighbors of Iraq be more afraid now than in 1990? All of Saddam's bad actions (as far as WMDs go) predate 1990.
