We are talking about 11 years since the cease-fire. 8 of those years were under Clinton who was busy with some personal problems. Clinton did get a very strong resolution from Congress in 1998 including the democrats, but didn't push the issue because he was trying to make a legacy for himself in the middle east on the Israel - Palestine front. The biggest change in 11 years is 9-11 and what weapons of mass destruction in the wrong hands could do.

We have not acted, we are threatening to act... this is what appears to be the only thing that gets through to Saddam. I think their is some hop that others will come to the table and offer to join with the rest of the world in peaceful coexistence... we se how well the north Korean and Iranian systems work today.

I think the Bush administration feels he will not comply and they will be justified. I think that if he does comply it is only a matter of time before his people turn on him. If the UN has any spine, they will set some consequences for failure to comply... if they do not, he will not comply.
