Of course, you are wrong again. McGovern ran for President in 1972 not 1968. Further, since the North Vietnamese had crossed into Laos and Cambodia and used the territory to supply their troops in the south, (and had the land under their control-foreign occupation) the war was already expanded. re:"McGovern plan of declaring victory and going home had been followed it would have saved the 7 years of fighting and the expansion of the war to neighboring countries..."
