Try switching the cards if the 2nd one works you'll know it isn't the cards. It's generally reccommended when using dual monitors to use different video cards or a dual video card otherwise the OS can get confused.

After uninstalling the 2nd video card, try taking the card physically out of the machine. Reboot with only one video card. Turn off the machine and reinstall the 2nd video card. It's worth a try to make sure windows understands the configuration.
