Yes, he is hostile to us.

But except for the time we declared war on him because of his hostilities toward a neighboring country, he has not used his weapons against us other than to defend his territory against hostile overflights.

He has good reasons to be hostile toward the US.

If anybody had done that to us, we would be hostile toward them, too.
