No ties......There are reasons, short of imminent harm, to restrict speech, such as considerations of time and place. There is also a distinction between the form and content of speech, for example, that one need not use the "N" word to express a negative opinion of blacks. Now, suppose that the previous year their had been a race riot in the quad because someone had used the "N" word, and that there had been subsequent incidents of harassment, for example, a white posse following a black women home to intimidate her, or a black posse pushing around a white freshman. Would it be legitimate for there to be a speech code the following year?
