Actually, the British Empire was quite repressive also -- a small self-selecting and hereditary elite ruling the masses with a strong caste-type system of "place," a divinely ordained monarchy which was also the head of the Church, imperialistic expansionism with the virtual enslavement of heathens. But it worked remarkably well and lasted for a long time, and produced some of the greatest literature, drama, architecture, art, educational institutions, legal institutions, and culture the world has ever seen.

The more repressive it became, the weaker it got. It flourished due to its comparative liberality, for example, offering Roman citizenship to most conquered freemen.......
