The decadence of the Roman empire is pretty clear to see. And their end in conquest is equally clear.

The decadence of the British empire is less clear to our close-up eyes--in fact, many would probably say it isn'd decadent at all. And while the empire portion is pretty much at an end, Britain still goes on. So it's harder to say when and why it stopped being repressive, if it ever did.
