In the most primitive societies we know of, there is rough equality, and a tendency to make decisions by consensus. Societies are not formed by the strong conquering the weak, because in a primitive state, any alliance of several families can put down even the strongest. Indeed, among the Sophists, the maxim that "justice is the will of the stronger" was formulated in support of democracy, because a band is always stronger than any given individual. No, people form societies, outside of obvious family bonds, because they provide greater security and greater efficiency in hunting and gathering. At the level of bushmen or aborigines or Inuit, the Contractarians were more or less right. And this gives a clue to what societies are for: they are ways for people to improve their lot.
