Yes, exactly. It's about upbringing. An emphasis on education as a way to achieve the American dream.

But upbringing is also very much about plumbing in my opinion.

Some of these newly-arrived professionals in their first job here must not have had good plumbing where they came from.

So you'll need an HR person to clue in your employee that we Americans bathe at least once a day, every day. And if you ask your newly-arrived 3rd world engineer something practical that's not in books, you'll want to be careful. Some never grew up with tools to fix the things they never had, like cars. And some that had plumbing or cars, also had servants and drivers to take care of such devices. (in my experience)

So here is something positive to be said for native born American engineers: They (mostly) know their way around a tool box. That can be important.

(Just my observation and experience. It could be atypical. I'm not intending to disparage any group. I want everybody (people born here and people who come here) to be successful and make good money if that's what they want. After all (trying now to tie this to the thread subject), the value of my house and houses around me depend on a supply of able buyers.)
