The direction that Lily is approaching from is not the worst case scenario portrayed in that (quite excellent) piece. Moyers is a New Orleans native, BTW.

As you can see, the eye wall is projected to move well west of the greater New Orleans area. The absolute scariest scenario for New Orleans is the monster storm that approaches from the east, where there are few if any natural coastal barriers left. The "refuge" idea is intriguing, but politically the city is too disorganized and too poorly led to get it done. A very scary scenario indeed!<NG>
