"It has always been about disarmament" LOL -- Unless you are Dick Cheney, running around the world telling people that it is about regime change. It was so helpful to have Powell explain that regime change just means changing Saddam's behavior, while Bush's press secretary tells us that we would like to see Saddam assasinated.
