No it isn't.
Your police are hired by your population, they are domestic in nature, and have a contractual obligation to the citizenry. We are not, so far as I know, hired by the world to be its policeforce. So we do not have a mandate to go around enforcing things- as can be seen by the general reluctance of the rest of the world to go along with us.

As to your police examples, all true.

But, of course, the police must do so within the established bounds of law. I trust you agree with that.

Under international law, we have yet to make any sort of persuasive case for action against Saddam. IMO.

And the UN seems to agree.
