I think the main point is we need to make the world safe for OUR democracy. Otherwise, why bother? I'm not sure they could adapt to democracy like the Japanese did without a good solid licking to prepare the way.

You just can't wipe away 5,000 years of history and all of a sudden say, "All right, it's time for democracy."
