In the early '90s when I was in NZ, GST (same as VAT) was 10% - and it was a newly introduced tax. Later, the politicians got greedy and it went to 12.5%.

Hurt many small businesses (mom-pop shops etc). The big corps just passed it on to the consumer, who had no real choice.
