Reading tea leaves, Bush did not ask the networks to carry the speech, and it won't be delivered from the Oval Office, so journalists opine it won't be a major speech like a declaration of war.

I really don't believe he'll go without a vote from Congress, because by all accounts, he'd win, unless the Senate Dems are blocking the vote.

But I do believe he won't be stopped by the UN.
