That story is a bit weak on specifics. I was amused by this bit, though:

Bush administration officials would like to be able to go on the offensive in Iraq as soon as Mr. Hussein breaks any agreement he makes to readmit U.N. weapons inspectors.

Got to get out of "thwart mode" before that can happen, though. So many propaganda lines, so little time.
