That 400,000 on his bathroom was necessary for security as that is the place where the foreign spies try to get you, when you cannot move. It is also where some of your civil servants to their best work. (See Leslie Neilson movies for details). The 400K on the office is not too much, have you seen the cost of Mahogany panneling and oil paintings these days? Figure his 20 assistants and their latop computers and that is 100K alone.
