Here's what I think: (lifted from another thread)

The problem is that the Democrats are reasonably sure that the Republicans wouldn't be likely to do this kind of a switch, because the Democrats would successfully "raise a stink" about it. This is the opposite of what happens when roles are reversed, for when Republicans try to point out that something the Dems are doing "stinks", most voters can't tell that the "odor" has gotten any worse than usual.
