Just as Iraq is run by an administration that is fundamentally foreign to the Shia and the Kurds. It is not "of" them and it certainly does not benefit them.

Maybe Cambodia under Pol Pot would be a counter example. But rules for human behavior are never 100%, and the Pol Pot regime was infamous for a level of cruelty that set records.

I don't think Saddam has matched their killing fields, but he's not far behind them in sheer cruelty.
