It wasn't immediately clear when the tape was made. The two-minute recording was broadcast with a picture of Osama on the screen, on the eve of the first anniversary of the US-led military campaign against Al-Qaeda in Afghanistan. Osama said his message was addressed to the American people, whom he urged to 'understand the message of the New York and Washington attacks'. 'I tell you, as God is my witness, that if America does not cease or reduce the scope of this tension, we will respond in kind, God willing,' says the voice in the recording. Al-Jazeera chief editor Ibrahim Helal said in a telephone interview that the station received the tape two hours before the Sunday evening broadcast. He refused to say how it was received. Citing the tone of voice and logic of the message, he said: 'We had no doubt this was Osama.' He said the fact the message was so brief showed that Osama was 'in tough circumstances and does not have a chance to talk'. In an interview with CNN on Sunday, Afghan President Hamid Karzai said that Osama 'probably is dead but still you never know'. 'The more we do not hear of him there is the likelihood he is dead or seriously injured somewhere,' he said. Qatar-based Al-Jazeera has become known for its broadcast of audio and videotapes of Al-Qaeda leaders. -- AFP, AP
