Actually, in Si and Ge 6 orders of magnitude are possible (minority charge carriers with very high mobility in a conduction or valence band), in transition metal oxide of Phospho-oxides, the conduction mechanism is due to majority charge carriers, and you just cannot increase them by more then three or four orders of magnitude if you start and 10^18 charge carrier density and go to $10^ 22 (roughly 10% doping).
