You're probably right, it's not a favorite for deer hunters but it is for varmints. The gun can be traced, if it's found. FFL's have to keep their records and must surrender them to the ATF if they go out of business.

If they found no casings it's more reasonable to assume it's a bolt action like a Rem. 700, which the Police use as a sniper rifle.

No casings and only one shot at a time sounds more like a bolt action. I have a Weatherby bolt action chambered for the .223 so I know they exist.
