If we go on consequences, then everyone poses a global threat. If Lichtenstein allows a terrorist to pass through their borders, when they should have caught them, and that terrorist blows up some target and starts WWIII then one could make an argument that Lichtenstein caused WWIII. I do not want to go with flowing consequences as a justification for invading other countries. I choose to use the calculus I already articulated (Did they invade another country? Was that other country the US, or a country that asked the US for assistance?).
