Yes, that's often so. I don't think the question, from Neo's perspective, is whether it's effective to acknowledge people but whether it's "just." And, from an effectiveness perspective, there are consequences of easy commendation in that it causes a deterioration in the standards. This is a common problem in office performance management systems.

I must say I can appreciate where he's coming from. It is definitely irksome to see people commended for the smallest contribution. I recall a discussion from some time back about calling people heroes willy-nilly. It is irksome regardless of whether one is into a duty scheme or a self-interest scheme.
