David, opening up the Arctic doesn't encourage less consumption, it just potentially provides more supply to keep those Expeditions guzzling that gas... I hear you concerning the government 'black hole', but if the taxes are high enough families won't be allocating food money to the gas tanks of their SUV's. It will be more like Europe. One can buy a perfectly capable 4 or 6 cylinder vehicle these days with adequate room and good gas mileage. It seems to me that oil dependency IS a matter of national security, so perhaps taxes are one way to cure the nation of it's oil appetite. As far as smoking taxes, I hear New Yorkers are now going far and wide to buy those cigs in other states <gggg>.

PS - I'm an auto enthusiast and drive a sports car, but it has a pretty fuel efficient motor. I really don't see the need for all those three seat SUV's clogging up the roads. Supporters of them claim 'safety', but if you did not have to worry about someone driving one of them hitting you, it would not be an issue. They are also not as 'safe' at accident avoidance as the average car due to vehicle dynamics..
