Stocks Seen Rising on Bush Speech

NEW YORK (AP) - The U.S. equities markets are expected to open mixed to higher Tuesday as stocks rebound off their lows after President Bush, signaling that a war with Iraq isn't inevitable, called on Congress to back his Middle East policy. ``Stocks will rally in support of Mr. Bush's speech last night,'' argued Peter Cardillo, chief strategist with Global Partners Securities Inc. ``But I suspect that the rally will be relief in nature since the markets have broken their support levels and still point lower.''
