To begin with, it doesn't mean to go after some unrelated target. It means to go after them with the cooperation of the rest of the world.

Shutting down the money flow? The only money they find is if Bin Laden puts it in his own name. There's been no attempt to penetrate numbered accounts or the many other dodges used by terrorists and tax cheats alike.
