Here is Websters definition.
"Rhetoric: the art of speaking or writing effectively; also: the study or application of the principles and rules of composition 2a): a skill in the effective use of speech. 2b: insincere or pretentious language."

I've been using definition 1.

You use definition 2b when you write.
