By the time that Jefferson freed a handful of slaves, manumission was becoming fairly common in Virginia, either as a reward for faithful service, or as a business agreement, where the master let the slave go to town to ply a trade, taking a portion of the proceeds, and eventually getting paid a balance for the slave's freedom. It has been estimated that half the black population of Richmond at the outbreak of the Civil War was composed of freedmen........
