I thought he probably was using a bolt....but he could be shooting from the rear of a van....and the casings would stay inside.

I"m wondering if in fact this is not terrorists activity and instead of using an ak 47 the shooter is opting for our military round to throw off suspicion.....

this was probably not a military issue round. More like a soft point or hollow point. It fragmented. It also leads me to think it may have been hand loaded since a typical factory round at 55 gr might not fragment at reduced velocity after 200 yards. This could be loaded down to 45 gr. and have a muzzle velocity over 3600 fps.
