CIOs Will Do More With the Same or Less in 2003...

This contradicts the gartner piece which is estimating 7% increase in capex in 2003. I'm inclined to believe the CIOs... except that telecom related things seem to make up so much of the percentage and I'm not sure telecom executives are adequately represented in the CIO survey (those guys are mostly enterprise).

I read somewhere that tech spending was increasing 10% per year on average in the 90s. Does anybody have a source for tech spending percentages in the 90s? I'm not sure 10% is correct. Also when was the last tech spending decline, or was there even one in the 90s.
