Alomex, do you realize the average Amercian reads at a 4th grade level? That is why it has to be carefully worded. You cannot expect the average citizen to know legalese. It is then incumbent upon the politician to find day to day words to explain what you have in mind. Rooney's an old irrelavent fart who's boring, not funny, and shoulda been off tv a long time ago. Regardless, he's always been mainstream American We are not talking here about Patzi Buchanan or Ralph Nader, but somebody who has survived by knowing taking the pulse of the American people and repackaging it in 1 minute blurbs at the end of 60 minutes.
