The Policy you are referring to, of course, is support of Israel. If it was up to Europe, the remnants of people of Israel would by now have been evacuated from the ruins of Tel Aviv. So that much of it is true.

However, the Fundamental Islamists really so look upon the USA as "The Great Satan." We are the shining tower of unlicensed freedom and prosperity that tempts the mass of Muslims. They hate us for that.

If the US did not exist, the degree to which the Arab world would hate Europe would of course depend on Europe's policies affecting their region and their lives.

The economic and political success of the West, especially compared to the Arab world's dismal track record over the last fifty years, is not really a 'policy' that can be decided on or changed. It exists, and globalization puts Western success right into the faces of the Arabs. And the resulting Arab feelings of inadequacy drive many other Arab reactions.
