The blame does not lie squarely on his shoulders

Junior is just a blustery front man. The failed policies rest with such people as Cheney, and Rove, and his financiers in the oil patch. He does get the blame choosing to allow these influences to get their policies promoted in turn for financial gain to the Bush family empire.
