Only under certain circumstances, as I made clear to Bill. Also, if one cannot decide whether to assign it to the category of shameful or pitiful, it falls into the middling category of embarrassing.

No one rational blames someone for not doing what he cannot do. It is antithetical to my scheme to blame someone who is mentally challenged, since it is not within his power to meet the same standard as a normal adult. It is also antithetical to blame someone from a background that makes it impossible to study properly, and does nothing to encourage it. One also hardly blames borderline cases, but generally gives them the benefit of the doubt. But one does blame those who are in a position to know and do better, assuming one has a clear enough idea of a reasonable standard........
