how can you be 100% that Saddam offers no threat? That's why you send in inspectors as soon as possible. It will be a lot easier to identify weapons when they aren't buried under rubble, and easier to know if diseases are being cultivated if they aren't present on the thousands of bodies that would be under that rubble. That is how you get the maximum amount of certainty. TP
