If the Bush Administration wanted to develop a nuclear WMD strategy it could have done so in more than one way. The way that has been chosen is the problem for me -- not the goal of dealing with weapons proliferation. Far from achieving a goal of disarmament, the Bush doctrine will help to increase the pressure building for a global arms race.
