I think the rationale is that one can extrapolate the intentions of non- voters and children (whose views would largely reflect their parents') from the actual vote, and, assuming that the actual poll were statistically representative, reflect that support numerically in the numbers asserted. I believe it was intended as a parody of Democratic arguments about the reading of voter intention. However, without explanation of the joke, it falls flat.......
