I think Japan is very close to THE bottom. Maybe in Spring 2003 it will arrive. Maybe earlier, maybe even this month? We'll see. Dow has 5-9 years to go, unless it experiences a crash of epic proportions. It won't be back above 10000 for another 25 years.

Japan will bounce back the moment when its politicians face reality - but not until.

Dow is more difficult - since it is a US currency related question. The USD has to be some 20-25% cheaper before its balance of trade reaches equilibrium - which in turn means that big outflows of investment dollars have to increase - which would stifle market recoveries. However towards the end of 2003, the picture could be clearer.
