Do you, Tim? I don't think we disagree on the meaning.

It is a very common position held by many people to attribute moral failings to all sorts of conditions. In this case people are to be measured by some sort of knowledge chart related to their "walk of life", and they "ought" to measure up to this level of knowledge--failing which they are disgraceful. You may believe that he said this because he doesn't believe it, and that is of course your prerogative.

"It is nice to have you acknowledge that you feel guilt or embarrassment when you fail to live up to your standards"..."For example, it is shameful to be an ignoramus, but it is not self- evident what stock of knowledge we ought to expect of adults in various walks of life..."
