I don't doubt he would be talking about the economy. It is a political fact of life, presidents get the credit and the blame for economic cycles.

However, 9/11 has brought us back to reality. It isn't the economy, stupid, and it never was. About all a president can do is push congress into cutting taxes. The rest of it is just going to happen, without regard for who is in office.

At what point in American history has any president or party conceded that the president and his advisers have no influence over the economy?

I don't know of any. But does that make it so? Any presidential candidate who stood up and said, "I will do what I can, but it isn't much" would never make it to office. Political reality.

Aside from pushing through tax cuts or other tax incentives, what can a president do? For example, Clinton is often credited with the economic expansion of the 90s, but what did he really do to cause the expansion?
