Persuasion is a neutral, collaborative process. It is primarily a peer process. You may be advocating something that you judge better, but you are helping the individual to see the advantage for himself.

Charging people with dereliction of duty isn't persuasion so much as fault finding. It it is not a peer process. You are assuming righteous authority over the other person on behalf of society. You represent right thinking and he is immoral. You know better than he what his own interests are. Now that approach may be effective, at least short term, but it is inherently disrespectful of the individual as a competent actor.

You can, of course, do that if you want, if that's what your values dictate, but you can't honestly call it just another tool of persuasion, IMO.
