Why do you say a failed plan? Because weapons inspectors have been used before. You see, this only catches stuff after the fact and doesn't stop the source behind it. Then a bunch more innocent people will be murdered by Saddam So he loads a hospital with weapons and refuses to let anyone in. You plan says to bomb. Saddam wins support from Arab countries and the USA loses support. If you're going to bomb, you had better start a war and commit everything. You'll have to deal with anti-aircraft weapons and etc. When they know you're coming, they'll be prepared.
