The diplomatic problem is not with those countries, but with our other traditional allies, like Germany or France.

I keep tabs on the negotiations in the UN Security Council daily. Try this link

The real news starts coming out towards the end of the work day Eastern Time, say starting at 4:00 p.m. Eastern, then there will be some more during the night. Not much new after European papers get put to bed, then the cycle starts all over again.

I am watching it like a hawk, my friend, and I tell you that the Security Council WILL pass a resolution forcing Saddam to allow open and unfettered access to all of Iraq. Whether the resolution has teeth, as the US and UK want, remains to be seen.

I think the US is greasing the wheels very lavishly but my guess is that in the end the coercive inspection resolution won't be passed the first go-round. I think coercive inspections make the most sense because everybody knows Saddam won't let it happen, but hope triumphs over experience.

But I also guess that no Security Council resolution will be passed until the Senate passes the War Powers resolution. If the Security Council members were waiting to see what happens in Congress, Daschle's speech today should help them to connect the dots.

Byrd is a mighty slim reed to hang any hope on. Daschle knows where the bread is buttered.
