I was thinking along the same lines as you.

I was thinking this is looking like "target practice." To hone in on their skills to pick out of a crowd, a specific target.

Where you and I differ is that I am wondering if the real target is not a high powered political person.

I see this as more of a warm up, as opposed to a set up.

that person would have been number 2 or 3 out of 4 or 5......

once you have the cash there is no reason to continue.

also, even a nut might not KILL all those people to get paid.

He might have wounded a few more....but killing would not be necessary.
